She probably doesn't mean a real recorder, just a Yamaha plastic tonette--the kind we played in third grade when we learned the one-handed version of "Hot cross buns".

Makes me think of the line in Howl about the people "who lived under bridges and rose up to build harpsichords in their lofts." I think we know some of those people.
